life of Council property.

including Private Finance Initiatives and
Private Public Partnerships.
To minimise the cost of property, while
maximising its contribution to core services
and the community.
To ensure that property is fully integrated
into the corporate and service planning
process.
The
Council has continued to develop and strengthen
its commitment to asset management and a
number of key milestones have been met.
A Capital Strategy and Asset Management
Core Team has been set up supported by an
Implementation Team. In respect of the commercial
portfolio the team reviews and makes recommendations
as to the disposal and appropriate assets
within the portfolio. Where possible, disposals
are linked to regeneration initiatives that
achieve both physical improvements and improved

Undertake departmental property reviews
and develop mechanisms to consult with key
stakeholders on asset utilisation.
Review accommodation needs - linked with
the Business Efficiency Best Value and departmental
property reviews.
Continue
to develop a centralised data management
system for the Council's assets.
Investigate and report on the possibility
of introducing asset rents and service charges
for all operational and non-operational
premises.
Undertake
and monitor general and commercial portfolio
disposals against set targets.
Develop
and publish the Council's Asset Management
Plan for each financial year.
Carry
out Best Value Reviews of the new Property
Services.
The
Asset Management and Facilities Management
teams within Property Services
have produced a corporate Asset Management
Plan (AMP) under rules governed by the Department
of Transport, Local Government and the Regions.
This AMP Plan sets out a strategic direction
for the Council's property asset and facilities
management over the medium-term.
The
production of the plan is a significant
development. It will assist the council
in determining the performance of its current
property portfolio and property management
support, in terms of its contribution to
the council vision in terms of making Newham
a place where people will want to live and
work by 2010.
